VdK: No longer exclude people with special support needs from health care

  • Financing of the need for assistance in the hospital must be regulated
  • Bentele: "Health insurance is also responsible for patients with disabilities"

For many people with severe and multiple disabilities, it is not clear who will pay for their assistance if they have to be treated in hospital. For VdK President Verena Bentele it is clear: A regulation for people is long overdue, health care must be available to everyone. Therefore, the VdK appeals to the members of the Bundestag to work in the upcoming reform of the Participation Strengthening Act to finally regulate the financing of the need for assistance in hospitals. Bentele says:

“It cannot be that neither social integration agencies nor statutory health insurance companies feel responsible. All those with severe and multiple disabilities who have not organized their care and assistance in the employer model run from one job to another so as not to be left at their expense. That is an imposition. Here we finally need clear regulations as to who pays the costs. "

The VdK sees the statutory health insurances above all having a duty. Anyone who needs hospital assistance does not automatically receive integration assistance. Bentele continues:

“As long as funding is not regulated, some people with special needs are excluded from health care. The Federal Ministry of Health cannot choose the patients, it is responsible for all of them. So far it has ducked away. The Participation Strengthening Act must be used to find a solution for those affected in this legislature. "

As early as 2019, the Petitions Committee of the German Bundestag and the Bundestag asked the Federal Government to deal with the issue of accompaniment for people with severe and multiple disabilities in hospitals. So far this has not happened.
