What is the difference between a Tatkal and a Premium Tatkal ticket on Indian Railways?

I wanted to book a ticket in Tatkal, but it already shows that the tickets are on the waiting list. How is that possible?

How can you know in advance whether a Tatkal or Premium Tatkal ticket is available for a particular train or not?

The main difference between Tatkal and Premium Tatkal is that Premium Tatkal is a pure one On-line- Service is.

According to the Times of India

Passengers can only book premium Tatkal tickets online according to the model of flight prices - the more demand, the higher the tariff.

Like airfare, premium Tatkal tickets are dynamically valued, according to a Railway Board official. The minimum premium tariff is the basic tariff for the train plus the Tatkal fees, which vary between 10% and 30% depending on the travel class. The maximum limit for booking the Premium Tatkal ticket is 30% of the base price or Rs 400, whichever is higher.
